Service Dogs in Training, generally does not have access rights, unless granted by state laws. The ADA does not address and cover SDits. I use a Psychriatic Service Dog and I had no access rights until she was fully trained 3 yrs ago. But I do believe NY does have SDit laws, but from what I heard by certified trainers only. I do not know if the NY statutes would cover this puppy or not. I don't live there. But I know how Walmart is concerning Guide Dogs versus Service Dogs in some stores. I had contact by one Walmart in the very same manner as described in the article few months after my PSD had finished her training. I contacted the regional manager and it was straightened out and she was gonna have the employees retrained about Service Dogs. Which sounds like they are doing in this situation.
